It does. I've seen an image where a woman was killed by a frozen stream of piss that leaked off a plane.

If the plane were high enough up in an air where if there were clouds it would be snowing/hailing, then it would snow/hail the piss, provided that the pee could cool down enough to be the same temperature as outside the plane, and that it was able to freeze (since piss would have a lower freezing point?)
