Bloody Japanese, they're so xenophobic I can't find a translated version of their laws regarding research excavations.

most laws are written in the native language of their own country. Many don't bother with translations, to my knowledge, the US doesnt translate many of our laws either, and you must admit, archeology laws are somewhat obscure laws by comparison.
