What would be a suitable substitute for nicotine? The mild nerve poison seems to be what causes the mellow, relaxing effect, so what other plants, alkaloids, or poisons would work just as well without being classified as an illegal substance? Coca leaves are chewed in some countries, but would probably be illegal in the US. What about diluted poison from reptiles/amphibians?
