Why is Perl 6 taking so long to complete?

Lazy evaluation.

Can't they just mash the keyboard a couple of times and declare it to be the defining implementation of Perl 6 as interpreted by itself?

Unless you're lucky enough to have a conveniently placed paperweight on your Shift Key, it's hard to get a lot of symbols from a random keyboard mashing.
