If x86 was really CISC, it would have a single instruction to do this like the VAX's MATCHC. http://www2.hmc.edu/www_common/OVMS073/v73/4515/4515pro_025.html#index_x_952 Notice how this doesn't specify an algorithm so it is entirely left up to the implementation and can even vary depending on the lengths of the strings.

It's getting there... look at what SSE4 added. Unfortunately, no existing programs can make use of these new instructions. CISC was always a good idea from the beginning: push as much work to the hardware as possible, it's easier for the hardware to split complex operations into simpler ones than to combine simple ones into complex ones. For example memory copies, scans, and compares: if in the future some technology comes along that integrates this functionality in the RAM itself, REP MOVS/SCAS/CMPS could be implemented by the processor just sending that command to the memory and it could do it internally at its own speed, instead of splitting it internally into the series of uops it's done now. But how about the reverse task of recognising a memory copy/scan/compare loop (which could be implemented in a literally infinite number of ways) and "decompiling" that into the appropriate block command? Much more difficult. There's nothing inherently slow about CISC ISA; it was just an artifact of early implementations (sequential, non-parallel microsequencer, lots of shared resources, etc.)
