what about specifying an HTML-like language that lets you build GUIs easy for any operating system and/or programming language that implements it?

like you could create perfectly nice C native GTK apps on linux very easily just by describing what buttons and tabs you want in a markup, then hooking it up to some functions in C using the API.

Android uses XML for the GUI layout.

It's a good idea, but replace the XML shit with S-exps.
