is the server subject to any country's laws?

Well, according to space treaties, it would be bound by the laws of the land of the country from which it was launched. By maritime laws, it's the laws of the country who's flag it flies.

Other than that, I would assume that it would still be bound by international laws.

Probably better to have a satellite in LEO, launched from some country that doesn't care what you do as long as you don't insult their government. Try Russia.
