Cowan runs WG2 but probably didn't propose including that protocol in R7RS large in the first place. Intersecting interests in Ken Thompson's softography and Scheme is a rare breed, and the only possible use of 9p these days is for people running 9front. So perhaps it might have been a /prog/rider.
