But what's the point? Most people have the file extension hidden, so if you build the executable with the default .jpg icon as its icon then people will automatically assume it's a picture.

No. UTF8 and file extension are examples of Worse is Better and broken standards. Common Lisp from the beginning used 32-bit char-codes.

XP suffers from a lot of other problems. File Extension is one of them. Type of file should be described by its content and executables should be executed in sandbox, having no access to filesystem or anything global, besides what user explicitly provides them.
