Internet is quite big and with ipv6 it's much bigger. What options exists for a peer to find another peer on the internet on the very first startup?

Magnet identifies a resource, not peer. Peer must connect to some sort of tracker or use DHT through other already connected peers to find resource. But the question was how can a new peer discover p2p network without configuration.
