The GPL is a distribution licence. The GPL only applies to binaries that are (statically or dynamically) linked to the GPL'd program.

Under an arbitrary encoding, sure. I believe a better approach would be to show that under any encoding, the full text of the GPL is in pi or e, and since any physicial or logical creation that follows realistic axioms is a derivative work of the universe, it too is under the GPL
