VS is easiest, but if you prefer not to, you may get MinGW.
Or as a compromise, you can install VS, but just use cl.exe by itself with NP++ or whatever other text editor you like.

MinGW sucks. Don't let anyone recommend it too you. If you must work on Windows, just use Visual Studios. If on Linux or other shit, use Clang.

Oh, and after you get some experience with those, try Intel's compiler. It's weird, but ... nice, in some ways.

I don't like a few of their extensions, but mostly it's because one of the maintainers pissed me off once. Also, C99 support sucks and is weird (VS is like this too, so I don't hold it against them), but that has nothing to do with sepples.
And MinGW just produces shitty executables.

I have a full copy of VS8 with VassistX, should I upgrade to a newer version or will VS8 suffice?

I don't have experience in this area. However, I suggest you use it and upgrade only if you run into issues.

MingW can be coerced into bloat-free binaries, although it takes a lot more effort than MSVC to do it. The good thing is, once you get the compiler and linker options setup to your preference, you almost never need to change them again.
