Because they were the way they are. I've emailed moot and he has explained that he neglects the textboards because so few people use them. So few people use them because they are worthless. We need to produce something of quality before we can get better (read: any) moderation.

Well it does with this community. As far as I can tell its the only Scheme community in existence that isn't some implementation's mailing list. There's already a stackovershit out there for the "programming community" to discuss their ORMs and Eclipse plugins. And IHBT, most likely.
