you know, the main problem with making a vn it's drawing and story writing, actual coding is quite basic since the engine should just get your input and show you a picture with some text depending on it. unlike 'real' games it's just an interactive book

I wouldn't use COBOL. I'd use Chicken Scheme, Racket, Haskell or Python.
