Make each individual script something the user must explicitly "install" on their browser. Scripts should really just be userscripts which the site recommends/suggests (not mandates) the user install.

Javascript should not be required by any site. If HTML is not sufficient for your needs, you should not even be using it in the first place. Forcing client-side scripts upon the user is not the answer.
