Production, consumption and sale of metamphetamines is already illegal in most jurisdictions.  What is the point of adding superfluous laws when the existing ones do just fine?  Also, private production and consumption (without distribution or sale) of such drugs would probably end up being tolerated or even legalized.  Don't count on your insurance company to pay your medical bills if you do that, though.
