The thought was to make it so uncomfortable to masturbate, due to the tight skin and lack of sensitivity, that people would not do it.

Some circumcised people have discomfort due to tight skin. Anybody that was circed as a baby has decreased sensitivity, which only gets worse as they get older. Then the problem with masturbating is the lack of sensitivity, which is why Viagra was invented. They charge you to ruin your penis, then charge you to try to fix it. What a system.
