I need a cheap USB camera that can take single shots (medium-to-long exposure) at resolutions of about 2000x2000 in low light conditions. Must also work on Debian Wheezy without Chinese crapware.

I don't think you're going to find this. Those are probably going to be very expensive. 2000x2000 is also a lot of bandwidth over USB, depending on what you have in mind.
For the medium-to-long exposure, just write your own firmware, like a true EXPERT PROGRAMMER.

Why get a cheap one? Liquid cooled is much better for long exposure in low light.
