They were brilliant in the 80ies, when programming was soldering chips (Pacman...). Then Bill Gates forced them to use Windows instead of their clever Tron system. As a retaliation, the whole nation teamed up to become the worst Windows programmers nation in the world, far behind Zimbabwe and Angola.
You can find dedicated lone geniuses, though. But they can't speak english, they code in Notepad.exe on Windows 95 and they have this culture of secrecy preventing them to share anything.

I have tried to play bad games I found on 2ch that never idled the CPU though and used a gigabyte of memory. I'm not even sure how they managed to accidentally run at 100% CPU all the time and still be kinda responsive.

They also really like old versions of windows. I think I read somewhere that ME\2000 is still pretty popular there. They don't really like open source either. I'm guessing that this lets them get away with making it as shitty as possible while high on crazy yakuza designer drugs because no one ever sees it.
