There's a difference between people who like children and people who like and rape children.
The former are not criminals, unless you want to create some kind of thought police. But then, everyone would be a criminal, because we've all had thoughts of killing/raping someone or stealing/destroying something. The thing is, we exert self-control over ourselves and this is why we're not criminals.
