For computers? Not really. Technology greatly improved, but programs and programming took a turn for the worse. Complex beasts of operating systems, the widespread propagation of shit like sepples, Silicon Valley deciding standards and practices...it was the Dark Age of computing.

The '90s were awful, but they were better than any decade that came before it. Same as every decade.
