Is it possible to pull something like this off with modern TV systems? If so, how?

It was barely even possible when he pulled it off. The first time they overpowered his signal in a matter of seconds, and the second time he only got away with it because it was late at night and nobody who knew what to do was awake. Today the radio signal relay setup that made it possible is kind of rare, because we have cable for that instead. You might be able to do it in small towns but nobody would give a shit.

Also this guy would be right at home in Prague. Wish I could meet him somehow!

I remember reading somewhere that this was fairly easily to do, it just required some fancy equipment and a van.

Also this was one of my favourite Doctor Who episodes. A shame it was interrupted.

That's correct. All you needed those days was a powerful transmitter closer to the station than the station's transmitter. These days their transmitters are much more powerful and accurate. You could still pull something like this off, but it would be expensive and your location would need to be so precise that the feds would surely find you.
