Making bread and milk more expensive hurts the poor a lot more than it hurts the wealthy.
Perhaps in the short term.  Thanks to capitalism and free market, however, small independent farmers (which pay little taxes due to their similarly little incomes) will suddenly be on a level playing field with the massive-scale agricultural complexes.  And I believe that to be a great thing.
