It's possible, but it will take a very long time and nothing impressive will result. But it can be enjoyable and educational. It may even be useful if the platform you are targeting is ucurrently nique enough to warrant a solution other than the other implementations that are available.

This! Adjust linux to your needs and jump right to userspace. Linux should satisfy all your needs on most arches.
If you still feel like making a kernel, you can do that later.
Sensible, independent kernels, libcs, userspace utilities and compilers all exist, but GNU have basically conditioned everyone to want/need GNU. "Sure, you can build that piece of software on any POSIX system, but don't you think it would be easier if you just used GNU autotools?"
