Use bcc. It can produce MSDOS COM files out of the box.

This is the non-stupid answer. bcc being Bruce's C Compiler, not the Borland C++ Compiler.
It's in the repositories. Just compile your shit with -Md.

So, I'm hired by this regional convenient store chain (the kind that actually open up shop in niggerville by choice), and I'm supposed to update a bunch of shit on the point-of-sale terminals so that they can do those promotions on the receipts and shit. They also want other little changes that aren't nearly as interesting. It hasn't been updated since 1999 (presumably for Y2K or something).
