It's the same on other non-English Apple keyboards. As you have to hold down extra modifiers for "special" characters anyway (AltGr anyone?) I don't find it that annoying. At least the placement of the special characters has some logic behind it (eg. "([{" are all on the same key, as are "/|\") rather than being randomly shat all over the place like on PC keymaps.
