I never used Ruby but I know it has some major problems:
- Variables don't need to be declared.
- Proc, blocks and functions are not equivalent.
- OOP is deeply rooted.
- Scoping rules are nightmarish.
For these reasons I'm considering it a usable programming language.

Ruby should replace FIOC, Ruby is so much cleaner and more consistent, especially in OO. I prefer Javascript, but for class based OO Id like to see Ruby replace PHP
