Yes, Ruby is a very good fit for something like the Rails framework. They guy who invented Rails first tried to implement it in PHP but later found that the object system in Ruby was more natural for this type of programming. If you want to read a really good book that goes ga ga for Ruby, read "Beyond Java" by Bruce Tate. This is a really well written book where he argues that Ruby is a better web language for web and enterprise frameworks than Java.
