Linux, Windows, Mac OS, all BSDs, etc. are all written largely in C. Whichever OS you use I can almost guarantee it was mostly written in C.

OSes are written in many languages besides C. Classic Mac OS was written in Pascal. VMS was written in BLISS. IBM mainframe OSes were written in S/360 assembly or PL/I. MS-DOS was written in 8086 assembly. Singularity was written in C#. Genera was written in Lisp.

Lisp is older than C. There are Lisp implementations written entirely in Lisp that compile to machine code. Lisp doesn't need C to exist.
