I checked with w and apparently the sysadmin constantly has htop running, so I assume he'd get a bit suspicious if there was a high CPU load coming from my account

not to mention that I don't have root privileges and can't install anything, and F@H isn't an installed package on the university server

Just do what everyone else does with their shell accounts and run irssi under screen (or WeeChat under tmux, if you're a hipster).
