Using "double" macros like those generating code for macros which themselves generate code is not uncommon, although I guess if your macro helper macro made use of some other macro helper macro (such as with-gensyms which is terribly common), it could very well end up like that. Of course, if you merely mean macros which expand to other macros and so on, that's quite common.
