I studied decision theory in a university, and it seemed like every method in the end boiled down to a step where you pulled stuff out of your ass (like probabilities or possible outcomes). Honestly I see the whole field is not about making decisions, but instead about making decisions seem like they've been made objectively and methodically, while in reality you just made the decisions subjectively based on a gut feeling or you blindly followed the random result of some algorithm that you fed random numbers.

2) choose a goal

once you have these you can objectively find the best action to make (or at least approximate it well with enough computing time). In the case of humans evolution built (1) and (2) in the case of a university education you'll be doing hypothetical situations where everything is pulled out of someones ass.

a lot of the people on the site care about doing this because they want to create an AI that will fix all the worlds problems, but doing so is very dangerous so they don't want to overlook anything.
