I had him for introduction to computer programming at the local college here. At the time he said his dream was to get a Ph.D in computer science from Stanford University. I told him at the time that he was way too sloppy with his technical writing to be even considered by the elite school.
Now one year later he is still teaching at the local college, and like, he won't even say hi to me anymore.

OP is probably right.
An TA at a local college (unless the locale is Palo Alto and the local college is Stanford) is unlikely to gain a PhD in CS from Stanford without being a rockstar computer scientist.
And rockstars can't be bothered with being TAs or any such nonsense.
