That doesn't make sense. How is someone expected to pay off the debt if they're in prison? There's always been a system in the US that's similar to what >>1 describes... For example, if someone racks up a few thousand dollars in parking fines, they can be arrested and told by the court to pay the fine. If they say "no" or "I can't," then they're put in jail and there's some calculation done to determine the number of days. Once the time is served, the fines are considered paid.
