Why Rails?

Why is it that when I mention I'm a Ruby programmer, people think I know Rails? Why does Rails have to be tied to everything related to Ruby? Why do we even need that shitty framework in the first place?

While Rails did make Ruby popular, I am fairly confident in the features of the language that it can be useful for more than just Rails. I mean hell, people use Python and it's just as slow!
