Why Rails?

Why is it that when I mention I'm a Ruby programmer, people think I know Rails? Why does Rails have to be tied to everything related to Ruby? Why do we even need that shitty framework in the first place?

Ruby would be nothing without Rails, and Rails would be much better if it wasn't in Ruby.
