Language for a simple sprite-based game

I have a fairly simple, grid-based, sprite-based tactical RPG I wish to write. I'd appreciate it if you answered a pair of questions:
 
1)What language should I write it in, given efficiency matters little and most of the work involves working with the art assets and graphics?
2)Do I need a license to sell it if I write it in the language you suggest?
2.a)If so, what's the cost?

Windows, if you meant the platform. I'd rather not fiddle about with other platforms I do not fully understand.

If you mean in the sense of 'why', fun and if it comes out decent perhaps a few bucks.
