Depends on what I'm editing.
General: FAR, Notepad, hiew32.
Some programming languages (especially Lisps) and other general text editing: Emacs.
ENTEPRISE programming languages: Whatever IDE is recommended for them ;_; (MSVS, Eclipse, SharpDevelop, whatever).

There is no "best." Just use Notepad (or Wordpad) and be happy you have it at all.

PSPAD is cool.

The code explorer for various languages (Control-Shift-E) is a really nice feature.

In my case i use 2 editors. PSPAD for most of the work and Emerald Editor for when i need to use Column Editing mode.

Komodo Edit is also very good.

Best IDE is a VM running Gentoo Linux because I'm a ricer who likes my women like I like my loops: unrolled.

srsly though download virtualbox and put ubuntu inside it or whatever k you'll be more productive
