Actually, it is:

And valid C code.
(x <= y) returns 0 if y is greater than x, else 1.

These reduces to { 0, 1 } <= 255 which is always going to be true (1).
So we have
(1 && (250 <= y || y <= 20) && 1)
which is just
(250 <= y || y <= 20)
