It hasn't. The unix philosophy still exists, but the largest group of people using a unix like system are people who use gnu userland, where tools are bloated with many options. Perl also represents this philosophy when compared to sed/awk + Bourne shell. No longer are tools for doing one thing well, but every tool can do everything crappily and idiosyncratically. But the latter philosophy isn't really a philosophy at all afaics. Features are added with no yardstick for inclusion or not other than the particular current whims of the maintainer.
