Yes, I know, however, all this depends on implementation. If you're writing for multiple platforms, you'd have to write your own assemblers, and mid/low-level interfaces. Most Lisp compilers do have those, but people still seem to prefer writing GC's in C due to the sheer amount of low-level stuff involved, and OS glue tends to be done in C and asm too, however of course, you can write it all in Lisp if you want to.
