Webapp Frameworks

I just had an idea for a web project and am open to suggestions which framework to use.

Since the main objective is speed and I never had much luck with any scripting language either I am thinkig about starting something from scratch using Klone.

At first does anybody here has some thoughts about it or heard of it?
If not it's a C framework (and no I won't use C++ gtfo)

also inb4 use perl, python, etc.. don't wanna learn that shit..

tl;dr I hate bloated libarys and frameworks but want to write a fast webapp.

Are you writing this for an embedded system or an appliance?

Maybe if you elaborated a little on what this "webapp" is, you'd get better advice.  When I hear "webapp," I think Flash.
