1. How to socket program with C++ and MinGW (which library should I use and point to a good tutorial).
2. How to use the Windows API in MinGW without it appearing like the Win98 theme on Win7.

The same library that everyone uses. It's basically a standard. Even Windows supports it mostly unmodified (except for having to call an initialization function, but that's about it).
