I could write such software, its not that hard, but where would it be hosted?
Blogger pages, despite their complexity, rely on huge google cloud, which is pretty solid hosting. There only a dozen reliable blog hosting companies and none of them allow custom scripts or executables(that CGI/Virtual server territory).

scratch.
"Real hackers" call that Re-Inventing the wheel
why write while you can open a blog for free?
I don't want to pay for hosting a custom server and have the company die in few months. In fact, blogs as "information storage" is not optimal, and i have a project for a wiki engine with integrated anonymous BBS subforums for eveyr page and listing of articles by last change, rating(calculated by amount of hidden/saved articles) and last BBS comment.
Its sort of 4chan+Wikipedia+Reddit and it will have alot of social features like avatars(user can select avatars from pool of uploaded files),private message(to tripcode)/passworded chat channels. It will also have a telnet interface via SSH.
There will be account-less system where each user can optionally use a secure tripcode(as 4chan), and receive private messages by sending the tripcode to a form field.
