for the sake of Tomboy which is an application written in C#,
Agreed, I fucking hate this runtime bloat --- no, I will NOT install another obscure library just because your app uses it.
FYI, I also happen to have absolutely no .NET programs on my Windows install either.
RMS doesn't say Mono (a .Net implementation) is evil. He says the fundamental .Net system is controlled by Microsoft and any licensees who depend upon .Net are subject to the goodwill of Microsoft to live an upstanding life. Microsoft has been well documented as being highly aggressive and destroying (or otherwise crippling) competitors to its business. As a result, it would be risky for the free software community to make Mono a fundamental part of a free system and it would be better to avoid Mono/.Net altogether.

There isn't any other language how you can build simple win apps as easy as with .Net

Do you know what happens when you publicly announce and encourage sharing of proprietary software? You are labelled a pirate and are taken to court for copyright infringement. In order to share proprietary software, a citizen must do it underground, outside the view of the software owner. A free citizen shouldn't have to live like that. A free citizen should be proud of sharing software. A free citizen will live an upstanding life while those who depend on proprietary software are restricted to hide underground.
