Is JEE free?

I just can't find it explicitly stated anywhere. I know that Enterprise Edition is usually used along with Oracle databases which are batshit expensive. But is hosting a website without a database possible for free of charge on the JEE platform?

I'm asking because I'm curious and interested in the reason why it's so widespread, despite of its shittiness.

One possible explanation would be the low cost hosting (compared to Microsoft technologies).
