What this means is that .fr is applicable to Metropolitan France along with Overseas Departments(French Guiana, Guadeloupe, Martinique and Réunion) but not the Overseas Territories.

For one, when you send something to Mayotte, you do not write France in the bottom line, you write Mayotte. Contrast this with Alaska or Hawaiʻi.
