I tell it to look in additional directories in the Additional Include Directories field but it doesn't look there. I'm so sick of running back to linux when VS breaks.

You can always just link manually. Check the command line it passes to cl and link.

Sadly no. It's Microsoft's Optimizing C Compiler.
From all the Common Lisp implementations, I don't know a single one which has a Windows port with an exe named cl.exe. Most tend to have *cl* as part of their name, but I don't know of any which is only cl.exe, and that's probably fine.
