Coding a TBS

Hey /prog/, I want to code a Turn-Based Strategy(TBS) game, I've coded some small things in the past, like pacman, tetris, and mario clones. They all turned out fine, and I kind of knew where to start with all of them, but for my current challenge I have no idea. I sat down and wrote a map generator and then had no idea what to do after it.

So I thought I would start demoing things, like working out how I want movement to work and then working out how I want combat to work in separate files. But, I'm just lost. Please oh followers of the great Sussman, help me.

How would one work out an idea visually? You mean drawing out the game and then working backwards or, making a use case?
