Let your eyes drift across the blue sky, not focusing on anything in particular. You should be able to see a tiny chain of faint distortions, like bubbles in plastic or bacteria in a microscope. As your eye tries to follow it, it skips away.
You've probably just tuned them out. I haven't thought about mine since I was 5 or so, but I can still see them if I try.

I've only ever seen them looking up at the sky on a hot day..like say if i was on the beach and lying on my back.
